Mike,

You are going to have to run through a lot of
engineering requirements with the FCC.  The FCC is
kinda pricklish about all this. I would suggest that
you look at putting in a 100 watt FM station.  The
height of the antenna on a tower or pole along with
the effective radiated power will determine how far
you broadcast.  I think an FM station would be easier
for you to do depending on engineering studies you
will have to do for interference purposes with other
stations.  FM would also be easier because there are a
lot of good equipment choices for low power stations.
