Interesting thread.

But a dipole @ 35' IS an NVIS antenna on 40.
Well, not quite.  
If you want it to be a better NVIS, snuggle a
reflector below it.

Personal hot button:  Guys with dipoles at 35'
who can barely hear DX, or get packet spots indicating
frequency, and call and call and call.  Alligators.

Meanwhile, the guys with arrays at 70', who are only
barely competitive, can't hear through the idiots repeatedly
calling.     

As for the pragmatic approach...whatever works, can be easily
deployed, and gets the job done....I'm in agreement.  Even if it's
18 inches off the deck.  Probably wouldn't vote for small E-M loops,
though.
