Home Depot has some HEFTY tie downs.  I think they are rated at 20,000
pounds and are 20 feet long.  They have a big "D" handle ratchet to winch
themselves tight.  Don't remember the price but I think it is in the $15-20
range.  I have a couple and you can bend stuff with them quite easily, be
careful.  I doubt they are rated for human restraint so use them for
material only.
