Mike:
If it was me, I'd go to the city or county zoning office and ask to read the
ordinances as to what is required by law for various strcutures, what
requires a building permit, etc. At least if you know their law, you can
quote it back to them and make sure they are not frvolously giving you a
bunch of hoops to jump through. It will also answer your questions about the
TV towers, etc. Good chance that commercial towers have different
requirements than towers for personal use.
Another thought would be to consider a motorized tower....if they give you a
hard time you might be able to use the argument that tower will only be
above nominal 20' in height when it is being used, and will be out of signt
& out of mind otherwise.
If the tower is bolted to a tiltover base (e.g. TriEx) you might be able to
argue
that the structure is not permanent and is only intended to be there for
the
4 years you plan to remain there.
Also, look for the ordinances that describe how to apply for a variance. You
may be able to apply for a variance, and even get those neighbors to come to
a hearing in support of your structure, use PRB1, talk about the fforts of
hams during Katrina, etc., etc.
Naturally, you want to take the easiest way to get a tower up, but doing
this homework could strengthen your position if the governing body starts to
put obstacles in your way.
