Can't speak to all of your requirements, but most seem to be met by the Icom 
R75 receiver:

<  Under $700 price; current production product
<  RS-232 controllable (RS-232 port is std. in addition to the CI-V 
interface)
<  Believe that every front panel control and menu setting is controllable 
via ext. computer (even the ON/OFF switch)
<  There is a provision for an optional "high-stability crystal", which may 
allow you to plug in your own master reference oscillator
<  AGC can be defeated via user control
<  Is physically small (~10 x 4 x 9 inches)
<  Somewhat limited in that only three selectable bandwidths (optional 
plug-in filters available)

The R75 was reviewed in the January 2000 QST.

The Ten-Tec R-350D is a possible alternative, but it's over $1K.  GL!
