This looks like a case of more money that planning...

The antennas are much too high to be effective.  With the elevation
control they might be useful for EME on 10 meters (18.9 dBi gain in
free space according to YO).  Even then the side lobe levels are
quite high - down only 8 dB for the first side lobe.

On 20 meters, the gain is only about 15.7 dBi ...

The pictures look like the stacking distance is about 55' horizontally
by 35 feet vertically.

A far better use of the antennas - and lower cost is to stack
four of them at 55/110/165/220 feet on a rotating tower or with
ring rotors.  The four high stack would generate more gain on 20
and a much cleaner pattern.

If the real goal was 10 meter EME, then six Hy-Gain 105CA with
N6BV dimensions spaced 35' x 35' would generate the same gain
(within 1/4 dB) and a cleaner pattern with about 1/4 the weight
of six SteppIRs.
