I see the drawing for the foundation pad for the Rohn BX self-
supporting tower series says "reinforcing is recommended for 
temperature and shrinkage control." 

The diagram shows two separate grids of rebar laid horizontally in 
the concrete foundation pad -- one about 3 inches above the bottom of 
the pad and the other about 3 inches below the top of the pad. It 
says they are made of "No. 3 bars 12 inches on center each way top 
and bottom or a welded wire fabric of equivalent steel area." 

What experiences have you had with the easiest way to meet this 
requirement?
