Thank you very much for the clarifications.  The key elements seem to be
"busiest 6 minutes" for a controlled area and "busiest 20 minutes" for an
uncontrolled area --- these were not clear to me.  Given these elements,
the rest of the computations look straightforward. Since I mostly use a
tower in the middle of a 1 acre field (with no kids, no visitors in the
yard), the 20 minute time appears to be the controlling element, mixed with
the distance to the next yard.

Again, for someone like myself (who might transmit 3 or 4 minutes CW or SSB
at most) in 20 minutes during a unusually  busy period, the resulting
exposure numbers start looking rather small.  The tower sometimes becomes a
vertical on 160/80/40/30, so that might be the area of highest exposure
potential.
