I did a little research on the subject. It seems that the point of explosion
will be where the tank gets the hottest and weakens the steel. That point
will usually be at the top of the tank where there is no liquid. The liquid
in the tank helps keep it cool but the top of the tank where there is no
liquid will be where it heats fastest. 

So a rupture will likely occur not in the end first. I read one study on a
large tank explosion that concluded that the fire fighters mistakenly
believed that the side of the tank was the safest place. Shrapnel went in
all directions.
The ends it seems will most likely be propelled like a missal from the
breach at a point away from the end.

If the tank were truly designed to have its weakest point be the end then it
would have a flat end rather than a rounded end. A rounded end has much
greater strength than a flat end.
