While there are specific bonding requirements in the NEC, the NEC is part of
the National Fire Code, and as such may or may not be adopted by individual
states or municipalities.  There are other building codes such as the BOCA
code that may be used in some areas.

In Oregon, for example, the state reviews and adopts the NEC on a regular
basis BUT with their own amendments which are generally more stringent than
the original document.

So, just because it is in the NEC doesn't mean it is applicable by law in
every jurisdiction.j
