Hello,
This is kind of a last resort but if the insulation has broke down and is
adhering to inside of conduit, sometimes you can use a penetrating lubricant to
further break down insulation and allow you to push it out. Pretty messy but
WD-40 is just fish oil and will clean up (some other compounds are a little
less "green" but still not a problem if in a 3 foot conduit run. You can use a
vacuum on blowing mode to force the oil through pipe. Sounds like you have a
rubber jacketed SO cord stuck, which is common for the family of jacket types,
especially if conduit ID and cord OD are close.
Note to others on this forum, no extension type cord in conduits as current
car ring capacity of these are in free air and must be severely derated in
conduit.
All rubber based insulation will break down rather quickly in outdoor use and
require frequent replacement.
