No and Yes.

No, radials are not needed. However, they may affect the performance  
of the sloper. I had a 40m sloper on a 15m tower and it was  
positively affected as I added radials for shunt-feeding the same  
tower for 80m.

It's worth a try. You also might consider shunt-feeding the tower.
