All you need to do is make sure that any wire that falls on the
electric fence is at ground potential for 60 Hz and/or DC. I would
recommend a simple RF choke of about 1 to 2.5 mHy directly across the
dipole feed point or across the coax inside the shack. The short
circuit current capability of the fence charger is very small, so the
current rating of the RF choke is essentially not important.

Much more important however, is that the RF choke must not have any
resonances on any frequency the antenna will be used on. If you can
get this info from the choke manufacturer, fine, but if not you need
to check it with a grid dip meter. No big deal, but it must be done.
