An interesting NVIS application with circular polarization.  It's not 
clear why they used such "fat" conductors...it seems like they could 
get plenty of bandwidth for MF broadcasting with simple 
dipoles.  (Profit enhancement?)  It's surprising that there was no 
mention of a ground screen to minimize losses.

Perhaps a propagation expert could comment on "ordinary and 
extraordinary" wave propagation.  It sounds like TRANSRADIO claims 
that either left- or right-hand circular polarization is preferred by 
the ionosphere.
