Yes, the loss you measured is 1.36 dB. ARRL's TLW calculator for 
Belden 8267 (RG213) predicts a loss of 1.17dB at 14 MHz, and 1.71dB 
at 28 MHz. The difference at 14 MHz is 0.2 dB, but is likely to be 
greater on 10M. 

Should you replace it? How deep are your pockets?  How much time do 
you spend on 10M? How sure are you of the precision of measurement? 
Maybe you want to repeat the measurment on 10M.
