    Umm, in a word - no. There are 2 issues at hand.  One is your 
neighborhood CC&R's. While you may be able to obtain a  building permit, the 
CC&R's may 
prevent you from actually installing it.  MOST housing developments have them 
and they also usually have a  HomeOwner's Association that regulates what can 
and can't be done. 
 
    The second is the building permit. You need a  copy of the local building 
departments regulations so that you can see what's  allowed and what isn't. 
 
    So you need to have a specific neighborhood in  mind before you can get 
any idea of what it'll take to put up a tower.
