Place rotator upside down and anchor in place (Vise?), Take the 
cardboard backing off a paper tablet and place over the bottom of the 
rotator.  *Lightly* tap (don't want to destroy the threads) with a 
ballpeen hammer around the edges of the bolt holes being careful not to 
move the cardboard.  It might take a couple for practice but done 
properly it will cleanly cut holes that line up with the bolt holes in 
the rotator base and make an excellent, temporary template.   It's also 
a good way to make gaskets.  Don't forget "top and bottom" of the template.
