I guess I'm missing something - for a tower of any given height, such that 
it is somewhat elastic, don't the tensions on all the guys at a given level 
even out?  I thought the main reason for differential tightening of guys 
was to get the tower sufficiently plumb, and only then to bring them to the 
specified tension.
