In addition to Don's reference, ARRL Compendium 7, has an article, 
Untangling the Folded Unipole,
by N7OP. The author proposes using relays to short the skirt wires to 
the tower at various heights to make matching easier. It is an 
interesting idea for a vertical antenna that would possibly cover 1.8 
to 10.1 mHz, depending on tower height and top loading.

It might also be an application for an auto tuner at the base, 
provided one can deal with the power limitations and lightning protection.
