Demand for electricity can vary minute to minute throughout the day.
As such, not all units will be running all the time.  During times to
peak demand, they can have all units running, but during periods of
less demand, they will take some units off-line to balance load and
demand.  They also try to balance things out so that each unit has
roughly the same number of hours.  They also try to vary things so
that not all units will require maintenance at the same time.  Its a
huge juggling act.  Basically, they want to make sure power is
available when needed, allowing time for routine maintenance as well
as unscheduled down time.
