I now believe it is a Rohn 45 not a 25. It could well be they were
bolted too tight before. They just don't fit easily (even with a bit of
force). That's why I was thinking of opening up the sleeve (coupler) a
little - I do have a honing tool which I could use. But was curious to
know what the design specs were - i.e. how much gap there should really
be between sleeve and leg. Maybe someone with a Rohn 45 will be able to
say.

I have found it difficult to put them together on the ground (laying
parallel to the ground), but pretty easy when building them vertical. I
just rock the upper section a little, and they slide right in. You might
have a problem if they were bolted down too tight previously, and
are no longer perfectly round.
