Assuming you are talking about a lightning ground. The tower by itself is
not a good ground, as described. It can be considered a supplemental ground
rod and should have several ground rods installed near the tower that are
attached to the tower legs.
A wire run down the side of a tower is a waste of copper as the impedance of
the tower metal is much lower than that of a wire run down the tower. Use
the tower as the conductor.
