My guess and of course **only a guess** is that some were planning on a nice
surprise for the newly upgraded Ham. Total guess.
Im looking at how it was at night and it doesn't have any mention of the Ham so
perhaps they were not present during the event.
To me if this was true it makes it even more tragic.
Of course they probably saw it as a simple construction project and were not
aware of the ramifications that might be involved.
Man my heart goes out to all those folks, no matter what the reasons or the
true causes.
