I'd take a good look at the coax itself. As I recall, the antenna has
a large coil of coax at the feedpoint to act somewhat as a balun to
choke off unbalanced currents. The coax splits out to a Y to attach to
the dipole elements and may not be protected very well. Water
intrusion into the coax at this point (or any other for that matter)
can cause exactly the problem that was described. Being in VA3-land
where things freeze rather often can accelerate the problem.
