I have a similar relay problem with a Rat Pak mounted at the base of my
tower . Since day one, when the outside temp reached 32 degrees +/-, one or
two relays refuse to pull in. A simple rap on the box cures the problem.
I've tried periodic cleaning of the relays with a burnishing tool etc but
the problem still occurs.

generally, relays pull in easier when cold, if driven from a constant
voltage supply. The resistance of the winding is lower when cold than
hot, so the current is greater. There's not any lubricant to get stiff
or viscous in the cold weather.
(assuming you're not talking -40 sorts of temperatures where the spring
would start to get brittle)
