The purpose of the delays are to make sure the motor comes to a complete  
stop before trying to reverse, because the motor isn't instant reversing.   
Normal settings are about 5 seconds. The old Tri-Ex used a 5 second delay 
that  looked like a vacuum tube. They operated at 26 Volts.  US Tower uses 
solid  state relays and operate at 110 volts
