The gold standard is to have both... whole house to protect heavy equipment
like AC compressors, etc. then end-point protectors for LCD TVs,
refrigerator CPUs, PCs, Ham Radios, etc.  Don't forget phone lines, cable TV
or Dish antenna protection as well.  Esp. if you have underground wiring.
EMP through the ground will be carried to the house in all the underground
wires (cable, phone, power, etc.).
