An 80/40 fan will work VERY well for the bandwidths you need, and 
without a tuner if you tweak it carefully.

160/80 is tougher -- 160 CW goes up to 1900 kHz in contests, which is 
nearly 6% bandwidth, tough for any dipole.  The CW band on 80 is about 
3% bandwidth, also a stretch for the higher frequency fan element.  You 
can make this work with RG8/RG213 that has low DCR, and thus low loss, 
but you WILL need a good antenna tuner.
