Carol,
I take my wire about ten feet from the wire base to a DX Engineering
ground radial plate and RF Choke but the radial plate is not needed.
Perhaps the fiberglass mast used for the top 15 feet is also a help. The
raised radials have one advantage in that you need fewer of them. Four is
normally the maximum number of raised radials used and the antenna will even
work with a single raised radial.
No claim is made to be in P40A's league but inverted L antennas working
off towers do work and work well with minimum effort. Perhaps from our
combined inputs you will come up with the antenna that does the job for you.

The gain of an inverted L is usually in the direction opposite to the
loading wire direction. If you are "sloping" your wire NE to be louder into
Europe, you may want to re-evaluate this antenna. At P40A I used a wire
length of 130 feed and I fed it directly for a few years. Later I added a
hairpin coil to better match the impedance, but it was not that necessary.
I would also try to get your wire further from the tower to minimize
coupling. For a while I used a 130' vertical wire hung from a guy wire
about 50' away from the tower and it worked great. You may also want to
consider just laying the radials on the ground, it requires no tuning and
they are less of an obstruction.
