a pot, two pulleys, a belt, and a digital ohm meter... if you are careful about 
picking the size of the pulleys and the value of the pot you could even get it 
to read 0-360 without any conversion.

mast already in place and you can't get a pulley on it?  use a waxed string 
around the mast and pulley with a little spring to keep it tight.

or of course just use an analog meter and write the beam headings on the meter 
face, then you don't have to worry about the sizes of the pulleys or pot as 
much.
