When I care to have good perpendicularity of my hand drilled
(or tapped) holes, I just make a guide using a chunk of material
on my drill press.

I'm also a woodworker and saw an ad for a drilling guide that looks like
it might be just the thing for drilling perpendicular holes in aluminum
and steel tubing like we like to use for ham radio projects.

DX Engineering sells a drill guide for drilling perpendicular holes. I have
seen the same guide elsewhere although I don't remember where (maybe Rockler
another woodworking seller?). I have not personally used it.
