I have the wire, but it's a whale of a lot easier to weld it.  If it's
good enough for the manufacturer, then it's good enough for me.

Be aware that normal grade rebar should not be welded - the heat destroys
its strength.   There is a separate grade of rebar available for welding.
That said, in a crank-up tower application the foundation serves as ballast,
so is not much tensile stress developed in the concrete - except in the
vicinity of the anchor bolt embedment.

There is no anchor bolt assembly in this base. The tower bolts to 1/2 X 3 X 25: steel plates (ears) welded to 60" long # 10 rebar, and this has the rest of the rebar cage fastened to it in many places.
