Agreed. The primary effect of height will be the height above earth, which is what determines the vertical pattern (by virtue of the first reflection in the far field). You can get a pretty good idea of this by studying the plots in

For more, simply model a horizontal dipole over a range of heights, plot the vertical pattern for each height, then overlay them on the same plot.
