Do not place the rebar directly on the dirt. Use "chairs" or other
means to maintain a space. Chairs are little blocks of concrete with
embedded wire to facilitate tying. Available at big box stores. I like
broken bricks, ones with the holes in them, just insert the rebar.
Other ways will work but pick one and use it.
When concrete cures (attains 90% of final strength in 28 days) it
shrinks which lets the concrete grip the rebar tightly via the "lumps"
on the rebar. If the rebar is not encapsulated with sufficient wall
thickness around the rebar it will not be strong enough to not break
under stress.
Rebar laying on the dirt is NOT adding strength. It is wasted.
