Try measuring the resistance of hardened concrete and I bet you'll never trust 
it again as a ground.  It's the rebar in the concrete that the #4 solid copper 
is attached to that makes it an ufer ground.  We (electricians) use this ground 
in the desert mostly because the ground rods don't do so well in desert soil, 
and plumbing can have pvc pipe so that method isn't foolproof either.  When I 
lived in a remote area of the Mojave desert I attached my ground, to my water 
well pipe casing that went down about 160' to an underground river, and the 
other end to the tower.....  Best ground I ever had...   Russ  K5ZZR
