You can make this tower into a shunt fed vertical by dangling down a wire from 
a side arm and feeding the wire, bottom end insulated from ground,  from the 
bottom.   Then install a normal radial system.

center conductor to the radials and the shield to the grounded tower?  I 
see this in the ARRL handbook but I cannot seem to make a model of it 
work.  Any help would be welcome.
