I guess I am a nobody. My underground conduits are open at both ends. I
have added cables and never noticed any water.

##  IOW,  SEAL both ends of the conduit  with  dux seal.  You can buy duct
seal
in 1 lb packages
at any home depot....in the electrical dept.   Nobody ever leaves conduits
open
at one or both ends.
They are only open when installing / removing cables.
