One design you may consider is to reverse the usual case and tie the weight to 
the rope, tie the rope to the support, and place the pulley on the end of the 
dipole (after an insulator, of course).  That way, if the dipole breaks, the 
weight doesn't come hurtling down onto someone (or something) on the ground -- 
it's always tied to the support.
