No..

It needs to be a resistive load.

There are lots of TO-220 packaged non-inductive power resistors available for a few dollars each. You can just solder them in series/parallel on perf board, plunge it into a can of oil, and you're done.

Check Caddock as a mfr... all the mail order places carry them.

www.mouser.com/ProductDetail/Caddock/MP820-100-1/ is an example of a 20 W, 100 ohm unit.
