Ideally, you would pump the same type concrete through a tube run down
to the bottom of each leg hole (after having used tube to blow air/water
through the holes to flush them out.  As the concrete begins to run out
the top, slowly withdraw the tube at a rate slightly less than the
concrete pump rate so that you continue to see a little coming out the
top.... until the tube comes all the way out...

The holes will be completely filled with a substance with nearly/exact
same thermal expansion coefficient.

THAT is the OCD solution....

Jake-leg solution is to plug back some depth using closed cell foam or
other substance, then fill the top void above the plug with concrete,
two part epoxy, et al....
