My fault, didn't explain well.  The whole antenna will be mounted on the end of 
a pier that extends over 100ft out into the water.

You will fill the pseudo-Brewster much more if you can get it closer to the
ocean.  My Cayman Is 40m array was about 15' from the sea.

I just bought a CrankIR too.  Plans are to install over salt water,
including 
the radial/ counterpoise.  The whole thing around 100 ft from the beach.
