A properly engineered and constructed ham tower can be made just as safe as
any other vertical structure.  There is no logical reason to single them
out for "fall zone" concerns.

There’s the problem, “properly engineered”.
We hope percentage of stupid in ham radio is less the the rest of society, 
but…..
The local with a tribander on 50’ of Rohn 25, with no guys. It would have done his 
neighbor’s house and car. He did take it down, after two years.
“You have to use an antenna tuner, on six meters, to get the SWR out of the 
antenna."
The guy giving s-meter reports to everyone he works… on the repeater.
