I would recommend following Rohn's base and anchor specs. BTW, cement
is the ingredient in concrete that holds the sand and stone together.
Probably 3500 PSI concrete is fine, stronger concrete may be usable
sooner if you're in a hurry. I did not use gravel under my forms. I
designed the anchor forms to support the rod so it stayed in place
while pouring and I used tapered pier pin tower bases. If you are
setting a tower section in concrete I believe that gravel is required
for leg drainage.
