Put the RT-21 in DEBUG mode. That disables all error checking. Then use the 
CW/CCW buttons to try and jog the motor. Then you’ll know for sure if it’s 
movable; you’re basically just applying voltage to the motor leads. If it won’t 
move, verify that it’s putting out DC and not AC. Hopefully it will move, then 
you can check the pot resistance. If the resistance makes sense but the display 
is wrong, then maybe there is a configuration or wiring error. (I have the 
exact same combo, bought as a set and pre-configured from GH.)
