Sill hold down bolts have much heavier washers, I think the code has
been "improved" twice in the past 15 years or so. Now something like
3x3x1/4 or larger steel plates. Off the shelf at HD and lumber supply
stores sized for different diameter bolts.

The heads are so near the top of the block that a lot of the concrete will have
to go into tension, not great.

Fine "washers" could be made by buying some scrap plate, cutting some pieces of
4-5 sq inches and burning holes in them.
Who knows, you might find a pile of cutoffs in the junkyard. I think 1/2" thick
would be OK, but you may find 1/4" plate more available and it could be doubled up.
I know doing this at machine shop rates would be unreasonable and that you may
prefer buying, but I enjoy such making do.
If you haven't already bought the bolts, why not get J bolts, which solve the
problem very elegantly?
You could weld the bolts, well, maybe a trained welder could, weld the bolts to
some rebar as long as you like, with a L bottom.
