Tower hasn't been specified but for Rohn 25 there are two bases that may be
bolted to the concrete.
BPH25G is hinged base for bracketed or guyed towers. It uses 1/2" bolts but the
engineering diagram doesn't give any details:

25GSSB is base plate for self-supporting towers. It uses 5/8" bolts.

The bolts should be listed on the "Tower Engineering Sheets" AKA
"Structural Analysis Sheets." Tower Typical Standards are bolts
designated as ASTM A325 which corresponds to Grade 5, while ASTM A490
corresponds to Grade 8.
