A wire wound resistor would not be a 1st choice.
Those ohmite  maxi-mox resistors are not cheap, but would work,

A  35-45 uh coil is what's used inside the ICE lightning arrestors....in
parallel with a gas discharge tube .

The 35-45 uh coil is wound with 12 ga magnet wire onto a small, 1.4 inch
OD,  type 31 toroid.  The 1st series resonance freq is well above HF
bands...including 6M.

That type of coil is very robust, and very compact.  Just install crimp
lugs on each
end of the wire, then solder em as well, then some heat shrink.
