There have always been two of them on the antennas I've installed the last 40+ years.

Hose clamps work fine with HORIZONTAL elements.  The slightest compression is adequate to contain most movement.

But the issue K3PA mentions is with a vertical 4SQ.  That is a completely different issue all together.  The tension must be high enough to resist the total vertical force of the metal above, while being twisted in the wind, over time and temp.

And even here in Kansas, where the wind does blow on occasion, we can appreciate the differences between 21' and 65' - assuming the 21' mention is vertical in orientation.

I've had better luck with the T-bar style clamps in the tougher applications.  But on my 80M 4SQ, which needed repairs every year, I gave up and went to a combination of bolts, and rivets on the smaller sections.  Not a failure since.  I've mostly given up on hose clamps as a reliable antenna fastener.
