Though I think they could of done more, I think the 50/ 30 rule is a fair 
comprimise since they do not want to burdin the ARRL with being a judge of 
contesters intrentenions.  
 
The programs will have to be changed to flag QSO number 31 so it is not logged, 
or better yet QSO 30 so you don't opperate again.
I think you will see rovers work each other from the top bands down to bag the 
rare multipliers and bigger points.
I think you might see rovers end thier roves near population centers to catch 
other rovers and fill in all 30 "slots" per other rover by the end of the 
contest.
 
So in the end it may breed some circling like habbits.
 
I think it still would be more efiicient to allow repeat individual rover 
station to individual rover station to equal 10 to 20 percent of the total of 
NON ROVER Contacts in the rover's log, with the computer or the hand logger 
picking the best QSOs for points and the repeat QSOs over the percentage 
threshold to go into a check log.  The 50 percent rule would stay as well as a 
firewall.
 
I know it sounds hard, but if you work 500 non roving contacts, you can work 
any one rover up to 50 times.  So the more people you share your contacts with, 
the more you can benifit from a chance encounter with another station.
 
This system would also ensure that you do not become an acidental unlimited 
rover.
 
That being said the 30/50 rule barely effects me as a traditional rover.  It 
puts the responsibility on me to be sure I don't go over 30.
