Pretending to be an emergency vehicle is as dumb as pretending to be a cop
when you are not. You need jail time to adjust your attitude if you feel
this is reasonable.
I do not agree with the concept of being inconspicuous. My old rover was a
full size van with beams all over the roof. The antenna trailer is a boat
trailer with a mast and 5K generator, about 18 feet long. The new rover is a
Chevy Impala Police Car and when I mount the antennas on it the thing looks
like some sort of scary NSA vehicle.
So, you are not inconspicuous and one of the 'boys in blue' comes over, now
what? I personally keep a stash of ARRL brochures in the vehicle and hand
him one. This does a couple things. He can 'stand down' because he realizes
you are not a threat, even if you are a bit weird. As he was probably called
out and didn't randomly find you, he can now rationalize what you are in a
report (even though he will screw the technology side up). He might have an
interest and if you put your local ham club info on it he might come on out.
Just my thoughts, from experience.
